Under UAE Federal Law No. 15 of 2020 on Consumer Protection and its Executive Regulations (in force since 14 October 2023), a seller of used electronics must clearly state the product’s condition, give you a dated invoice and a written warranty — and that applies whether you pay AED 749 or AED 3,699.
Most people buying a used laptop in the UAE do not know that the law gives them specific rights, or that some of the most common marketplace practices fall short of them. This guide sets out the parts that matter when you buy used or certified pre-owned electronics, and how we apply them.
This is a plain-English summary for buyers, not legal advice. For a dispute, consult the relevant authority or a lawyer.
What the law requires of a seller
- The condition of used goods must be clearly stated — on the item, at the point of sale, and on the invoice or contract. A seller must not create a misleading impression about a used product’s state.
- A dated invoice showing the seller’s commercial registration and tax number, a description of the goods, the quantity, their condition and the warranty period. The Executive Regulations require the invoice and warranty information to be in Arabic, and they may also appear in other languages.
- A clear warranty: the period, what it covers, the buyer’s obligations and the exclusions. Suppliers are also expected to publish the warranty on their website.
- Clear prices declared on the goods, a label, or where the goods are displayed.
- Online sellers registered in the UAE must give consumers details of their identity.
- Terms that reduce your legal rights are void. A seller cannot contract you out of protections the law gives you.
How we apply this
- Condition stated: every laptop is described as certified pre-owned, Grade A, on its product page — never as new.
- Warranty published: our 12-month NewAsNew Assured warranty is on our website, including its exclusions: the battery and the charger are not covered.
- Returns: on top of your legal rights, our own policy lets you return an unused, undamaged, complete laptop within 14 days of delivery for a full refund with free pickup — see the returns page.
- Who we are: the seller is Greenheart International Trading FZE LLC, Sharjah Publishing City Free Zone, licence 4427618.01, stated on every page.
- Inspection: every unit passes a 50-point check before it is listed — what we check.
Red flags when buying used electronics elsewhere
No invoice, or an invoice with no seller registration. “Like new” with no stated grade or condition. A warranty that exists only as a verbal promise. A deposit requested before you can see any written terms. Any of these is a reason to walk away. Our guide to whether buying a used laptop in Dubai is safe has a seven-point checklist.
In stock now, with live prices
| Laptop | Processor | Live price | Best suited to |
|---|---|---|---|
| Dell Latitude 5420 | Core i5 11th Gen | from AED 1,049 | Condition stated: Grade A |
| HP EliteBook 840 G7 | Core i7 10th Gen | from AED 1,299 | Condition stated: Grade A |
| Apple MacBook Pro 16-inch A2141 | Core i7, Radeon Pro 5300M 4GB, 16GB, 512GB SSD | AED 1,649 | Condition stated: Grade A |
The short version: under UAE law a used laptop should come with its condition stated in writing, a dated invoice and a written warranty with its exclusions. If a seller cannot give you all three, do not pay.
The honest limits, before you buy
We would rather you read this now than discover it later.
- The battery and the charger are not covered by the warranty. The 12-month NewAsNew Assured warranty covers hardware defects. Batteries are consumable parts and we do not pretend otherwise. Every unit is listed with measured battery health of 80% or more.
- We are online-only. There is no showroom to visit and no counter to walk into. That is how our prices stay where they are.
- Prepaid only, no secure online payment. Every order is paid before it ships.
- These are certified pre-owned machines, not new ones. Each passes a 50-point inspection (what we check) and ships with an original-brand charger, but cosmetic condition is Grade A, not factory-sealed.
- 14 days to change your mind. Unused, undamaged and complete, with free pickup — the conditions are on the returns page.
- Memory and storage vary between units. Our catalogue lists the processor; the exact build is on each product page. Ask us if it matters to you.

Frequently asked questions
Does UAE consumer law apply to used and certified pre-owned electronics?
Yes. Federal Law No. 15 of 2020 and its Executive Regulations apply to goods sold to consumers, and the Regulations specifically require the condition of used goods to be clearly stated.
When did the current rules take effect?
The Executive Regulations to Federal Law No. 15 of 2020 were issued by Cabinet Decision No. 66 of 2023 and came into force on 14 October 2023.
Does the law give me a right to return a laptop I simply changed my mind about?
Your remedies under the law centre on defects, misdescription and warranty. A change-of-mind return depends on the seller’s policy. Ours is 14 days from delivery for an unused, undamaged, complete laptop — see the returns page.
What should a used laptop invoice show?
The date, the seller’s commercial registration and tax number, a description of the laptop, the quantity, its condition and the warranty period.
Where can I complain if a seller ignores my rights?
Raise it with the seller in writing first. If that fails, consumer complaints in the UAE go to the consumer protection authorities — the Ministry of Economy at federal level and the economic department of your emirate. For anything bought from us, message +971 56 377 7421 first and we will resolve it.
Ask us before you buy
Not sure which one fits? Send us what you need to run on WhatsApp +971 56 377 7421 and we will tell you honestly — including if the answer is that you should not buy from us.
